Summary/Background: Town of Taos Policy requires Council approval on all budget transfers that transfer funds between costs categories, (i.e. Personnel, Operating Expenses and Capital Outlay, interfund transfer, budget increases, project to projects and new projects. This adjustment in Community Grants transfer funds from operating expenses to capital outlay to account for the USDA grant expenditures in the correct line item and category.  The adjustment to the Solid Waste Fund increases revenues and expenditures from the unreserved fund balance to cover the recycling program estimated through March 31, 2021.

Summary/Background:

Per Resolution 20-10 Declaration of Health Emergency for the Town of Taos, item 4. The Council authorizes a one-time increase of signing thresholds in Resolution 19-31 Section 10. D. for the Mayor and Town Manager for signing contracts up to $100,000 per contract and for single checks not to exceed $100,000 without prior approval of Council, but to be presented at the next Council meeting, or on a monthly basis to the Council for ratification.

 

Invitation to Bid, ITB 20-21-02 Police Special Service Vehicles

On October 22, 2020, the Purchasing Division advertised the above-referenced solicitation in the Taos News, Albuquerque Journal, and the Santa Fe New Mexican. The bid documents were also posted on the town's procurement portal, Bonfire, and sent out electronically to several vendors.

 

Before the submission deadline, a total of one (1) bid was received from Peoria Ford.

 

Bids were publicly opened and read on November 5, 2020, via GoToMeeting at 10:30 a.m. local time.

 

Recommendation from Staff:

Based on the price and their ability the requirements in the specifications of the bid, staff recommends the Council ratify Purchase Order No. 21-59847 awarded to Peoria Ford to purchase two (2) police special service vehicles.
