Pursuant to Ordinance 18-01 the Personnel Policy Section 3.90.180: Legal public holidays shall be approved and authorized by the Town Council for each calendar year, usually at the regular Council meeting held in December for the next calendar years designated holidays. The Purchasing Office issued an Invitation for Bid (IFB) No. 20-21-01 on September 17, 2020, to solicit Production Line Equipment proposals. The IFB was advertised in the Taos News, Santa Fe New Mexican, and the Albuquerque Journal and sent electronically to potential vendors via its e-procurement portal. The Town did not receive any bid proposals before the deadline of October 7, 2020, the IFB was subsequently canceled, and another Invitation for Bid was issued on October 15, 2020. The Rebid was also advertised, posted, and sent out electronically via the town's e-procurement portal. Before the deadline, the Purchasing Office received two (2) bids from E-Pak Machinery and The Right Stuff Equipment. Bids were publicly opened and read aloud via GoToMeeting on October 15, 2020, at 10:30 AM local time. The responses received were over the Town's project budget. Therefore, under Section 13-1-131, NMSA 1978, the Procurement Officer has determined that it is in the Town's best interest to cancel IFB No. 20-21-01-A, revise the specifications to meet the needs of the Town, and purchase the equipment in the open market at best obtainable price. The intent is to negotiate a contract with both E-Pak Machinery for the Filling Line Machine and The Right Stuff Equipment for the Labeling Machine; however, staff would like to keep all of the town's options open for consideration or in the event of failed negotiations.
The Town of Taos received a USDA grant in the amount of $250,000 with a match provided by Humble Brands, Inc. in the amount of $25,000 for the purchase of manufacturing equipment which will be leased to Humble Brands, Inc. The new production equipment will open up the opportunity to diversify the Humble Brands product line and produce items such as lip balm, soap and lotion. The increase in production capacity will require staffing in all areas where there is an investment in equipment and automation. There will be four additional production lines created through the upgrades resulting in approximately 13 new positions, as well as converting the existing 13 part-time employees to full-time.
The partnership with USDA, the Town and Humble Brands, Inc., will diversify the Taos economy, drive economic revitalization on a local and State level through the creation of jobs, increased wages, increased GRTs and increased gross domestic product.

Extraordinary Rate Adjustments and as requested by the Council in approval of this agreement was to bring back any rate increases other than the CPI adjustment when requested by the Contractor. This rate adjustment is due to the tipping fee increase approved by the Taos Regional Landfill Board from $34.50 per ton to $45.00 per ton (members) and $41.80 per ton to $49.50 per ton (non-members), which goes into effect on January 1, 2021.
