Summary/Background: This represents the last step in the budget approval process for fiscal year 2021-2022. The documentation attached is a final check and balance by the State of what the Town submitted to them as the interim budget of June 1, 2021, and the final budget that was approved by the Council on July 27, 2021. The only change to the budget that the Council approved, is the State requested us to decrease the American Rescue Plan Act Fund (37) to the amount that we have received and not the full grant amount. That being said, we decreased the revenues and expenditures down to $731,317 from $1,462,633 as originally presented to the Council. In accordance with Section 6-6-5 NMSA 1978, in addition, Section 6-6-6 NMSA 1978 provides that the approved budget will be binding on local officials and governing authorities. Any official or governing authority approving claims or paying warrants in excess of the approved budget or available funds will be liable for such claims and warrants allowed. Finally, as required by Section 6-6-2H NMSA 1978, LGD (Local Government Division) is required to all budget increases and transfers between funds not included in the final approved budget. All budget adjustments are required to be submitted on the Local Government Budget Management System (LGBMS).

The Infrastructure Capital Improvement Plan (ICIP) provides a framework for decisions about community growth and development, covers a five-year period and is developed and submitted annually. It includes funding time frames, estimated costs, justifications, and the details of each specific project proposed, by year, over a five-year period. The plan includes repair or replacement of existing infrastructure and the development of new infrastructure.
Some general guidelines regarding the projects are:
1) Must have a value of $10,000 and a useful life of at least 10 years;
2) Repair or replacement of existing infrastructure and/or the development of new infrastructure;
3) Not part of the annual budget; and,
4) Project must be owned by the Town.
ICIP Publication - The complete ICIP Publication will be available before the 2021 Legislative Session. The ICIP Publication will include the project summary and the top 5 projects of all participating entities and will be available on the web at: http://nmdfa.state.nm.us/ICIP.aspx.
A notice announcing the ICIP publication is sent to the Governor of New Mexico, all Legislators, Legislative Finance Council, Legislative Council Service, and all participating entities.

Cases increased significantly in Taos County last week. 64 cases were reported compared to 17 the week before. That growth is significantly higher the national (11%) and state (7%) averages. However, Mora and Colfax counties have seen similar levels of increase. The southeast counties in the state continue to have the highest case rates, but rates have stopped increasing among those counties.
Looking at cases by age group before and after school started in Taos County, it is apparent that cases have increased across all but the oldest age groups in the community.
