Summary/Background: Town of Taos Policy requires Council approval on all budget transfers that transfer funds between costs categories, (i.e. Personnel, Operating Expenses and Capital Outlay, interfund transfer, budget increases, project to projects and new projects. This adjustment in Community Grants Fund will increase revenues and expenditures in the amount of $6,583 for the NM Clean and Beautiful grant received and transferring from Town Match of $5,176 to the grant/town line item to cover the entire project. The second item under the Airport Fund will increase revenues and expenditures in the amount of $31,426 to account for final grant award for repairs and maintenance of the airport monitoring system, original budget was $82,837 final amount was $114,263. The third item will increase revenues and expenditures in the amount of $33,000 for a donation received from the La Centra-Sumerlin Foundation for expenses associated with the Michael Hearne Big Barn dance as approved by the donor.

The Town of Taos is contracting with Downtown Taos, LLC, designate for the MainStreet program, to stimulate the preservation and enhancement of the traditional commercial district in the Downtown area of the Town of Taos through education, historic preservation, beautification, promotion of community and civic pride, and combating the underlying reasons for the physical and economic deterioration of the district. The primary goal of the Downtown Taos LLC will be to operate a tax-exempt corporation dedicated to establishing and maintaining a livable, walkable and economically vibrant town center, henceforth known as the Taos MainStreet District.

The Infrastructure Capital Improvement Plan (ICIP) provides a framework for decisions about community growth and development, covers a five-year period and is developed and submitted annually. It includes funding time frames, estimated costs, justifications, and the details of each specific project proposed, by year, over a five-year period. The plan includes repair or replacement of existing infrastructure and the development of new infrastructure.
Some general guidelines regarding the projects are:
1) Must have a value of $10,000 and a useful life of at least 10 years;
2) Repair or replacement of existing infrastructure and/or the development of new infrastructure;
3) Not part of the annual budget; and,
4) Project must be owned by the Town.
ICIP Publication - The complete ICIP Publication will be available before the 2022 Legislative Session. The ICIP Publication will include the project summary and the top 5 projects of all participating entities and will be available on the web at: http://nmdfa.state.nm.us/ICIP.aspx.

Case counts improved in Taos County and New Mexico, while continuing to rise gradually across the USA.
We are at an interesting point in New Mexico where cases are declining, hospitalizations are stable, and deaths are increasing. Reflecting the relative lag between these variables.
An important point to note is that due to the Labor Day Weekend, NMDoH reported for four days on Tuesday, September 7. Making week on week comparisons more difficult. To avoid comparing last week’s 6 days with the prior week’s 8 days, I took the daily average from each week and applied a factor to create a 7 day projection for each week. I believe this is to be a fair and reasonable way to analyze recent trends.
