Summary/Background: Town of Taos Policy requires Council approval on all budget transfers that transfer funds between costs categories, (i.e. Personnel, Operating Expenses and Capital Outlay, interfund transfer, budget increases, project to projects and new projects. The adjustment in General Fund will increase revenues and expenditures in the amount of $84,000 in revenues and $71,180 in expenditures to cover the cost of hiring a planning technician and associated costs for short term rental software maintenance and reporting. The second item under the Taos Regional Landfill Fund will increase revenues and expenditures in the amount of $20,000 for a donation received from Torch Clean Energy for the cost to install a new gate at the entrance to the landfill.

The adjustment in the Lodger's Tax Fund will transfer out $184,895 to cover costs for the following: 1a.) $100,000 for the proposed Taos Mobile Visitor Center Program and 1b.) $84,895 to the NCRTD dedicated winter shuttle service to and from Taos Regional Airport to the Town of Taos, funding from the unreserved fund balance; 2) Lodger's Tax Promotional Fund - Increase transfer in and operating expenses in the same amount for the same purpose stated in item 1.

The Town of Taos is contracting with Downtown Taos, LLC, designate for the MainStreet program, to stimulate the preservation and enhancement of the traditional commercial district in the Downtown area of the Town of Taos through education, historic preservation, beautification, promotion of community and civic pride, and combating the underlying reasons for the physical and economic deterioration of the district. The primary goal of the Downtown Taos LLC will be to operate a tax-exempt corporation dedicated to establishing and maintaining a livable, walkable and economically vibrant town center, henceforth known as the Taos MainStreet District.

Previously two DBS&A contracts (via purchase orders) were approved by Council on August 10, 2021 but the agenda item inadvertently only addressed one project. The airport utilities project is funded through EDA 0879-05544 in the amount of $2,000,000 with a match of $500,000 also previously approved on August 10, 2021. In addition, from the time the DBS&A contract was approved, there was an increase in contract price from $236,078.90 to $240,102.40 due to the additional costs to address EDA requirements.

Nationally cases continue to decline, particularly in the Southeast. However, cases increased again in New Mexico. New Mexico’s case rate last week was 1.8 times the national average. Cases also increased in Taos County last week where we are now averaging around 8 cases per day. The case rate in Taos County remains one of the better ones in the state but just above the national average.
