Outdoor Recreation Trails+ Grant Awarded to Rocky Mountain Youth Corps (RMYC)
RMYC will work in partnership with the Enchanted Circle Trails Association (ECTA) and local governments to install at least six sign kiosks at public locations located throughout the Enchanted Circle trail system with the goal of helping to better promote the trails to both tourists and local residents to improve public health, recreation, and alternative transportation. The signs will include maps and descriptions of the existing and planned trail network as well as trail etiquette information about sharing the trail with other users, preventing litter, and trespassing.
ECTA’s role in the grant is to work with municipalities throughout the region to identify locations for the kiosks, and design the layout for each kiosk map. Each map will be different, highlighting specific trail assets co-located to the specific kiosk locations. ECTA and RMYC is asking for the Town of Taos to sponsor a kiosk at the cost of $2,000 per kiosk.
We would like the Town of Taos to receive a kiosk, and join us in building awareness of community members and visitors about local trails and recreational opportunities, which is a benefit to specific communities and the region as a whole.

In New Mexico and Taos we appear to be at or near the peak in case counts. However, hospitalizations are still steadily increasing in New Mexico, and judging by trends in New England we can expect this for a further week before we begin to see a decline. Cases and hospitalizations are now declining nationally.
I’ve attached a slide from Dr. Scrase’s press conference for NMDoH last week. It illustrates the efficacy of the booster against severe illness and death. I have discovered a source of data on boosters by County, the CDC. We appear to be doing better than average in Taos with 55% of the County’s adults boosted compared to 41% in New Mexico.

Bids were received for the reconstruction of Taxiway A on April 29, 2021. FAA requires bid award numbers before issuing the grant award and the final FAA grant awards were not received and approved, as well as approval of the notice of award until this past fall, well beyond the 90 day required time to hold the bids. Town Council approved unanimously the Notice of Award to K. Barnett and Sons on November 23, 2021 in the amount of $5,055,290 excluding GRTs. Once K. Barnett starting assembling the documents required to start the project, it was determined they could not do the project due to the rise in the cost of labor and construction materials, in particular the rock for asphalt, electrical items and the drainage system. The renegotiated price is a difference of $255,907.50 excluding GRTs and will be covered by the FAA grant awards at 100%.
The Taxiway A project will entail the reconstruction of Taxiway A and Connector Taxiways A1, A2, A3, A4 and A5. Taxiway A provides the only access from Runway 13/31 to the existing apron. The pavement strength for a portion of the reconstruction of Taxiway A will meet the same strength as Runway 13/31. Beyond the apron, there is a portion of Taxiway A, from the east end of the apron to the end of Runway 4 that will meet the FAA approved fleet mix. The connector taxiways will be designed to meet the same fleet mix as used for the eastern portion of Taxiway A. Existing Taxiway A2 will be completely removed per the approve ALP. The remaining connector taxiways will be renumbered and signs replaced accordingly. These pavement sections have been reviewed and accepted by FAA. Taxiway A width will be 50 feet up to the eastern edge of the apron. All other new construction will have taxiway widths of 35 feet.
The estimated construction period is 90 days.
The total dollar amount above does include gross receipts tax $5,311,197.50 bid $398,339.81 GRT = Total amount of $5,709,537.31 for budget purpose and funding does cover this amount.

This project will be funded through a grant received through the New Mexico State Fire Marshals Office, and will allow for full replacement of all expired or soon-to-be expired SCBA air bottles. It will also allow for replacement of all masks and allow for purchase of personal masks for all firefighters, and 8 new air packs to replace packs damaged beyond repair and outfit new Engine 3.
