The bid appears to be responsive. A general review of the bid is summarized below:

The engineers and town staff put forth a great deal of effort to attract bidders to this project. The Invitation of Bids was sent electronically to six water well drilling contractors. Fourteen potential bidders, plan rooms, and suppliers downloaded plans and specifications from the town's procurement portal. The advertisement for this project was open for over five consecutive weeks before the bid opening. A pre-bid conference was held onsite to answer questions and show the project to potential bidders. 

 

Per the recommendation from Jeffrey Samson, Project Engineer of Daniel B. Stephens & Associated and town staff is to award to Stewart Brothers Drilling Company for a total contract amount of $2,130,179.00, exclusive of NM GRT.
