This project consists of constructing a metal pre-manufactured general aviation hangar placed on an engineered foundation and designing a small apron and taxilane to allow for aircraft to enter and exit the new hangar from the closest taxiway.

The Town issued an Invitation to Bid for this project in March 2022, and no one responded due partly to the accelerated construction costs. The Town added additional funding for this project in FY 2021/2022 to cover construction costs and attract potential bidders. The Town rebid the project under Invitation to Bid (ITB) 21-22-05 (Rebid)/NMDOT project # CN5193415 on June 30, 2022.
On August 8, 2022, Bids were received from B & R Construction Company, Inc. and PV Consulting, Inc.
B & R Construction Company, Inc. Base Bid $642,000.00
PV Consulting, Inc. Base Bid $699,664.00
Town’s Budget for Construction $588,592.00
As insufficient funds were available for the bid amount, I determined that the town could negotiate with the low bidder, B & R Construction, to bring this project into a fundable project pursuant to NMSA 1978, Section 13-1-105. Town staff and the project consultant negotiated with B & R Construction to move this project forward. Please refer to the statute below and see the Recommendation to Award and Project Budget attachments for details.

B. If the lowest responsible bid has otherwise qualified, and if there is no change in the original terms and conditions, the lowest bidder may negotiate with the purchaser for a lower total bid in order to avoid rejection of all bids for the reason that the lowest bid was up to ten percent higher than budgeted project funds. Such negotiation shall not be allowed if the lowest bid was more than ten percent over budgeted project funds.
