Summary/Background: Souder Miller & Associates (SMA) has been under contract to provide engineering and environmental services at the Taos Regional Landfill since December 16, 2021. These services were procured through a competitive request for proposals (RFP #21-22-02). The RFP is valid for four years and expires December 15, 2025.
The purpose of this request is to amend the contract to add staff support services and increase the total compensation. These services are needed due to staffing shortages at the Taos Regional Landfill. The Amendment is for six (6) months of support services.

Summary/Background:
This Memorandum of Understanding (MOU) covers a period of two (2) years beginning July 1, 2022. Through the execution of this biennial MOU, the New Mexico MainStreet program establishes an economic development partnership program with local, eligible communities. Local partners (the local revitalization organization and the local governing body), join their resources (human, social and financial) to directly support the economic development of the district.
As a Main Street America State Coordinating Program, New Mexico MainStreet provides local MainStreet organizations and their local government partners with resources, training, and technical services that enhance local culture and heritage, and build the economic vitality of each participating communitys downtown, village plaza, town center, courthouse square, historic commercial corridor, or traditional neighborhood central business district.

At the Town of Taos Council meeting on July 11, 2023 several projects were presented for consideration for this funding opportunity. Upon review of the projects presented, it was determined that that the project that was eligible for funding under the criteria for a CDBG Planning Grant application is the update of the Land Use and Development Code.
