The Town Council recommended approval of updating the comprehensive plan on October 23, 2018. The attached Resolution is a component of the application.

Resolution 18-63 authorizes the submission of a CDBG application to update the Town comprehensive plan.  CDBG regulations require that comprehensive plans be updated every 5 years.

Summary/Background: Town of Taos Policy requires Council approval on all budget transfers that transfer funds between costs categories, (i.e. Personnel, Operating Expenses and Capital Outlay, interfund transfer, budget increases, project to projects and new projects. This adjustment transfers from operating to capital in the Capital/Maintenance/Operating Fund of $66,600 to help cover the total cost of the pool boiler at the Youth and Family Center.  Total amount plus contingencies is $116,600, $50,000 budgeted under Facilities Improvements Fund to cover the difference. Other item Increases revenues and expenditures to cover for a grant application to New Mexico Department of Transportation Recreation Trails Program in the amount of $103,831, Town match coming from Open Space and Trails funding and Community Grant Funding that is already in the budget.

Summary/Background:

Taos Center for the Arts was retained by the Town to provide exclusive alcohol and beverage dispenser services at the Taos Community Auditorium. 

The Town and the Taos Center for the Arts agreed to allow the liquor license for the TCA to expand the service area to include the theater, lobby and enclosed outside patio area.  Currently, Town Clerk Francella Garcia along with the Executive Director for the Taos Center for the Art are applying for a Change of Location with the New Mexico Alcohol and Gaming Division; therefore, an updated Alcohol and Beverage Dispenser Services contract is needed for the application.

 

Alcohol and Beverage Dispenser Services contract TT-13-178 is being amended for time.  In addition, contingent upon the approval from the New Mexico Alcohol and Gaming Division beer and wine can be served throughout the facility to include the enclosed patio area.  Pursuant to the original contract the consumption of wine and beer was strictly limited to the lobby of the auditorium.   The maturity date of June 30, 2019 will now coincide with Lease Agreement TT-08-17 Amendment No. 5 between the Town of Taos and Taos Center for the Arts, Inc.
