A. EXECUTIVE SESSION
The Council will adjourn to go into Executive Session to discuss limited personnel matters regarding the appointment of the five appointive offices of the Town of Taos and at-will department heads of the Town of Taos pursuant to NMSA 1978 10-15-1-H.2.
B. ORGANIZATIONAL MEETING
Mayor's appointment of employees who shall fill the appointive offices of the Town of Taos and department head positions of the Town of Taos pursuant to NMSA 1978, 3-11-5 (1991) and Town of Taos Code 3.64.020.

C. APPOINTMENT OF MAYOR PRO TEMPORE
Appointment of Mayor Pro Tem pursuant to 3.32.040 of the Town Code which states: the town councilors shall, at the organizational meeting after the regular municipal election, elect from their own body a Mayor Pro Tempore to act in the absence of the mayor, except as may otherwise be provided by law or ordinance.

  Ms. Renee Lucero, Town Clerk, called roll and a quorum was present.  

Those present were:

3. PLEDGE OF ALLEGIANCE
  Municipal Judge Richard Chavez led the audience in the Pledge of Allegiance.

A. EXECUTIVE SESSION
 Councilmember Cantu made a motion to go into Executive Session to discuss limited personnel matters regarding the appointment of the five appointive offices of the Town of Taos and at-will department heads of the Town of Taos pursuant to NMSA 1978 10-15-1-H.2.

Councilmember Gonzales seconded the motion. The motion was Passed.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

At 7:13 p.m., Councilmember Hahn made a motion to come out of Executive Session and stated discussion in the Executive Session was limited to the item as it was called for.  Councilmember Gonzales seconded the motion. The motion was Passed.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

B. ORGANIZATIONAL MEETING
 
Mayor's appointment of employees who shall fill the appointive offices of the Town of Taos and department head positions of the Town of Taos pursuant to NMSA 1978, 3-11-5 (1991) and Town of Taos Code 3.64.020.

Appointive Offices:
Mayor Barrone recommended Richard Bellis for the appointment of Town Manager. Those voting AYE were: Councilmembers: Cantu and Hahn.  Voting NAY were: Councilmembers: Gonzales and Peralta. Mayor broke the tie with a vote of AYE.

Former Town Manager, Oscar Rodriguez, read a statement expressing he is saddened that he will have to leave Taos, but he is thankful for the time he and his family spent here.

Mayor Barrone recommended Jacob Caldwell for the appointment of Town Attorney on an interim basis.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Renee Lucero for the appointment of Town Clerk.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Marietta Fambro for the appointment of Finance Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended David Weaver for the appointment of Chief of Police.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

At-Will Department Heads:
Mayor Barrone recommended Abigail Adame for the appointment of Assistant Town Manager.  Those voting AYE were: Councilmembers: Gonzales and Peralta. Those voting NAY were: Councilmembers: Cantu and Hahn.  Mayor Barrone broke the tie with a vote of AYE.

Mayor Barrone recommended Morris Madrid for the appointment of Human Resources Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Reuben Martinez for the appointment of Information Technology Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Martha Perkins for the appointment of Planning Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Shirley Fernandez for the appointment of Library Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Francisco Espinoza for the appointment of Public Works Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Brian Greer for the appointment of Youth & Family Center Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Steve Kennebeck for the appointment of Facilities Services Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Leroy Gonzales for the appointment of Administrative Fire Chief.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended John Thompson for the appointment of Airport Manager.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Mayor Barrone recommended Amity Bishop for the appointment of Emergency Communications Center Director.  Those voting AYE were: Councilmembers: Cantu, Gonzales, Hahn and Peralta.

Municipal Judge Richard Chavez swore in the five Appointed Officials.

C. APPOINTMENT OF MAYOR PRO TEMPORE
Appointment of Mayor Pro Tem pursuant to 3.32.040 of the Town Code which states: the town councilors shall, at the organizational meeting after the regular municipal election, elect from their own body a Mayor Pro Tempore to act in the absence of the mayor, except as may otherwise be provided by law or ordinance.
 Mayor Barrone recommended appointing Councilmember Peralta as Mayor Pro Tem for six months.  Those voting AYE were: Councilmembers: Cantu, Gonzales, and Hahn.  Councilmember Peralta ABSTAINED.

Mayor Barrone thanked the Town employees for their hard work and stated the Town will continue moving forward.

7. ADJOURNMENT
 A motion was made by Councilmember Gonzales and seconded by Councilmember Peralta to adjourn the meeting.  The motion carried unanimously and the meeting adjourned at 7:33 p.m.
