1. CALL TO ORDER BY THE HONORABLE MAYOR DARREN M. CORDOVA
  The Regular Meeting of the Taos Town Council was called to order by the Honorable Mayor Darren M. Cordova at 9:05 a.m. 
2. ROLL CALL
 

Ms. Francella Garcia, Deputy Town Clerk, called roll and a quorum was present.  

Those present were:      
Mayor, Darren M. Cordova      
Mayor Pro Tem, Andrew T. Gonzales
Councilmember, Rudy C. Abeyta           
Councilmember, Michael A. Silva
Councilmember, Frederick A. Peralta       

Also present were:      
Town Manager, Oscar Rodriguez
Assistant Town Manager, Abigail Adame
Town Attorney, C. Brian James
Deputy Town Clerk, Francella Garcia

Absent/Excused
Town Clerk, Renee Lucero


3. APPROVAL OF AGENDA
  Agenda was amended to add to Executive Session for discussion purposes only, personnel matters in regards to the Town Manager.

Councilmember Gonzales made a motion to approve with conditions. Councilmember Silva seconded the motion. The motion was Passed.  Those voting AYE were: Councilmembers:Abeyta, Gonzales, Peralta, Silva.
4. MATTERS FROM THE MAYOR AND COUNCIL/YOUTH COUNCILMEMBER
A. Executive Session
The Council will adjourn to go into Executive Session to discuss pending litigation with Taos County pursuant to NMSA 1978-10-15-1-(H)(7) and discussion of limited personnel matters in regards to Town Manager pursuant to NMSA 1978 10-15-1-(H)(2).
 Councilmember Gonzales made a motion to go into Executive Session to discuss the pending litigation with Taos County pursuant to NMSA 1978-10-15-1-(H)(7) and limited personnel matters pertaining to Town Manager pursuant to NMSA Pursuant to NMSA 1978 10-15-1-(H) (2).    Councilmember Peralta seconded the motion. The motion was Passed.  Those voting AYE were: Councilmembers: Abeyta, Gonzales, Peralta, Silva.

At 11:40 a.m. Councilmember Abeyta made a motion to come out of Executive Session and stated discussion in the Executive Session was limited to the item as it was called for.  Councilmember Gonzales seconded the motion. The motion was Passed.  Those voting AYE were: Councilmembers: Abeyta, Gonzales, Peralta, Silva.

B. Direction to Staff
Direction to staff regarding pending and contemplated litigation with Taos County.
 Mayor Cordova and the Council directed staff to obtain a thorough analysis from the Appellate Attorney, Jane Yohalem in regards to the court ruling pertaining to the annexation of the Taos Regional Airport.  He further stated no decision has been made and the Town would like to review their options.  Mayor Cordova explained the main issue is that the Town cannot give up on the expansion of the Taos Regional Airport which is a viable project that has been in the process for over twenty-five years.  The expansion will create a safer airport which will benefit the entire community.   He further added the Town is open to any formal offers from the County and it is their priority to look out for the best interest of the Town as a whole. 

Councilmember Peralta made a motion to enter into a contract with Appellate Attorney, Jane Yohalem to review the District Court ruling and provide legal advice on options.  Councilmember Gonzales seconded the motion.  The motion was approved by an affirmative vote. Those voting AYE were Councilmembers:  Abeyta, Gonzales, Peralta, Silva. 


C. Town Manager
 Mayor Cordova stated the Council has discussed concerns regarding the daily operations of the Town Manager.  He further stated Council has requested that he ensure their concerns are addressed.
 
Councilmember Abeyta stated for the record he has some very serious concerns with the Town Manager's leadership and further stated the Council has discussed these concerns in Executive Sessions and will move forward.
5. ADJOURNMENT
 

A motion was made by Councilmember Gonzales and seconded by Councilmember Silva to adjourn the meeting.  The motion carried unanimously and the meeting adjourned at 11:45 a.m.
