A. Resolution 12-01
Consideration and approval of Resolution 12-01; Open Meetings Resolution.   Pursuant to Section 10-15-1.D of the Open Meetings Act, any meetings of a quorum of such a public body at which the discussion or adoption of any proposed resolution, rule, regulation, ordinance or formal action occurs, and any closed meeting, shall be held only after reasonable notice to the public.  The Open Meetings Act also requires the Town of Taos Town Council to determine annually what constitutes reasonable notice of its public meetings.

1. CALL TO ORDER BY THE HONORABLE MAYOR DARREN M. CORDOVA
  

The Regular Meeting of the Taos Town Council was called to order by the Honorable Mayor Darren M. Cordova at 5:51 p.m. 

2. ROLL CALL
  

Ms. Renee Lucero, Town Clerk, called roll and a quorum was present.  

Those present were:      
Mayor, Darren M. Cordova      
Mayor Pro Tem, Michael A. Silva
Councilmember, Rudy C. Abeyta           
Councilmember, A. Eugene Sanchez       
Councilmember, Amy J. Quintana


Also present were:      
Interim Town Manager, Abigail Adame
Town Clerk, Renee Lucero

3. PLEDGE OF ALLEGIANCE
  

Mayor Pro Tem Silva led the audience in the pledge of allegiance.

4. APPROVAL OF AGENDA
  

Mayor Pro Tem Silva made a motion to approve the Agenda as presented. Councilmember Quintana seconded the motion. The motion was approved by an affirmative vote. Those voting AYE were: Mayor Pro Tem Silva, and Councilmembers Abeyta, Sanchez, and Quintana. 

5. MATTERS FROM THE MAYOR AND COUNCIL/YOUTH COUNCILMEMBER
A. Resolution 12-01
Consideration and approval of Resolution 12-01; Open Meetings Resolution.   Pursuant to Section 10-15-1.D of the Open Meetings Act, any meetings of a quorum of such a public body at which the discussion or adoption of any proposed resolution, rule, regulation, ordinance or formal action occurs, and any closed meeting, shall be held only after reasonable notice to the public.  The Open Meetings Act also requires the Town of Taos Town Council to determine annually what constitutes reasonable notice of its public meetings. 
 

Mayor Cordova recommended amending the notice requirements to twenty-four hours rather than three working days in an effort to conduct Town business in a more timely manner.

Mayor Pro Tem Silva made a motion to approve Resolution 12-01 as amended. Councilmember Abeyta seconded the motion. The motion was approved by an affirmative vote. Those voting AYE were: Mayor Pro Tem Silva, and Councilmembers Abeyta, Sanchez, and Quintana. 

B. STATE OF THE TOWN ADDRESS
Presented by Mayor Darren M. Cordova
 Mayor Cordova acknowledged the dignitaries who were present in the audience. He reviewed each department’s accomplishments and goals and thanked the Department Heads and staff for their continued hard work and dedication.

He stated the Town's financial condition is strong considering the economic crisis.  He further stated the Town has been successful in dealing with the economic crisis without enforcing layoffs or furloughs.  The Town continues to do more with less and departments continue to cut their budgets and monitor their budgets on a daily basis.  He recognized Marietta Fambro, Finance Director, for ensuring the Town continues to operate in the black.

Mayor Cordova also stated he is proud to report the Town continues to invest in the community.  He discussed many infrastructure projects initiated by the Town in an effort to ensure the community's needs are met.

Furthermore, Mayor Cordova highlighted the signing of the Memorandum of Agreement between the Town of Taos and Taos Pueblo regarding the Taos Regional Airport Environmental Impact Statement, which had been in the process for at least twenty-five years.  He thanked the Council and staff for supporting him in protecting this World Heritage Site. 

In closing, the Mayor stated he and the Council are committed to serving the constituents.  He thanked the constituents for the honor to serve as Mayor.  Furthermore, he welcomed his critics' opinions and encouraged everyone to work together as so much more can be accomplished if everyone worked together.  He also encouraged the citizens to become more involved in the community and in government and unite to make Taos the best town in the state of New Mexico.
6. ADJOURNMENT
  

A motion was made by Councilmember Quintana and seconded by Councilmember Abeyta to adjourn the meeting. The motion carried unanimously and the meeting adjourned at 7:02 p.m.
