A.Case No. PZ 2013-26-Final Hearing
Del Norte Properties, LLC/Glen Michael Tarleton, property owner, Mark Yaravitz, agent is requesting site plan approval for the construction of an 18 unit apartment complex, currently known as the Tarleton Apartments.  The parcel is currently zoned both R-14 “Multi-Family Residential” and C-2 “General Commercial”.  The parcel is approximately 1.50 acres in size and is located at 402 Paseo Del Pueblo Norte within the Historic Overlay Zone in the Town of Taos.
B.Ordinance 14-05: An Ordinance to Update and Adopt the Town of Taos Zoning Map
Consideration and possible approval of Ordinance 14-05: An  Ordinance to Update and Adopt the Town of Taos Zoning Map 
C.Case No. PZ 2014-3 Request for a Rezoning from C-2 to RA-20
Consideration and possible approval of Case No. PZ 2014-3 Cunnyngham Properties LLC and RJ2M LLC, property owners, JRC Management LLC, agent; requesting a zone change from C-2 "General Commercial" to RA-20 "Residential/Agricultural" at 403 Paseo Del Pueblo Sur, corner of Paseo Del Pueblo & Paseo Del Cañon, in the Town of Taos.
D.Case No. PZ 2014-4 Request for a Rezoning from C-1, C-2, and ARO to RA-20
Consideration and possible approval of Case No. PZ 2014-4 Cunnyngham Properties LLC and RJ2M LLC, property owners, JRC Management LLC, agent; requesting a zone change from C-1 "Neighborhood Commercial", C-2 "General Commercial", and ARO "Agricultural, Recreation, Open Space, Flood Zone"  to RA-20 "Residential/Agricultural" at 403 Paseo Del Pueblo Sur, east of the Salazar extension, in the Town of Taos.

The Planning and Zoning Commission Meeting DVD does not show the Chairman calling the meeting to order.
2. ROLL CALL

The Planning and Zoning Commission Meeting DVD does not show Ms. Martha Perkins calling roll call.

4. APPROVAL OF AGENDA
Commissioner Garcia made a motion to approve the Planning and Zoning Commission Meeting Agenda.

Commissioner Lukes seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Romero, Lea, Garcia, Lukes
5. APPROVAL OF MINUTES
A.February 12, 2014

Commissioner Lukes made a motion to approve the Planning and Zoning Commission Meeting Minutes from the February 12, 2014 Meeting.

Commissioner Garcia seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Romero, Lea, Garcia, Lukes

Chairman Lea opened the public hearing.  Ms. Perkins gave a presentation on the Town of Taos Zoning Map.

A discussion ensued between the Commissioners, the Applicant and Staff.

No one from the public came forward.

Commissioner Lukes made a motion to continue the discussion and possible approval of Ordinance 14-05, to Update and Adopt the Town of Taos Zoning Map, at the next Planning & Zoning Commission meeting pending more information from staff.

Commissioner Romero seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Romero, Garcia, Lea, Lukes

Commissioner Lucero joined the meeting and abstained as he arrived in the middle of the discussion.

C.Case No. PZ 2014-3 Request for a Rezoning from C-2 to RA-20
Consideration and possible approval of Case No. PZ 2014-3 Cunnyngham Properties LLC and RJ2M LLC, property owners, JRC Management LLC, agent; requesting a zone change from C-2 "General Commercial" to RA-20 "Residential/Agricultural" at 403 Paseo Del Pueblo Sur, corner of Paseo Del Pueblo & Paseo Del Cañon, in the Town of Taos.

Chairman Lea opened the public hearing.  Ms. Rincon gave a summary of Case No. PZ2014-3, Request for a Rezoning from C-2 to RA-20.

Joni Cunnyngham and Roy F Cunnyngham of Cunnyngham Properties LLC, the applicants provide a presentation and made themselves available for questions.

A discussion ensued between the Commissioners, the Applicant, and Staff.

Those in the audience wishing to speak were:

 Lisa Brisell, who spoke in support of the proposed rezoning.

Commissioner Lukes made a motion to approve Case No. 2014-3, Request for a Rezoning from C-2 to RA-20, based on staff’s recommendation and findings of facts for final approval.  The motion was subject to approval of Case No. 2014-4, Request for a Rezoning from C-1, C-2 and ARO to RA-20.  The motion included adding a complete property description to the motion too.

Commissioner Lucero seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Romero, Garcia, Lea, Lukes, Lucero

D.Case No. PZ 2014-4 Request for a Rezoning from C-1, C-2, and ARO to RA-20
Consideration and possible approval of Case No. PZ 2014-4 Cunnyngham Properties LLC and RJ2M LLC, property owners, JRC Management LLC, agent; requesting a zone change from C-1 "Neighborhood Commercial", C-2 "General Commercial", and ARO "Agricultural, Recreation, Open Space, Flood Zone"  to RA-20 "Residential/Agricultural" at 403 Paseo Del Pueblo Sur, east of the Salazar extension, in the Town of Taos.

Commissioner Lukes made a motion to approve Case No. 2014-4, Request for a Rezoning from C-1, C-2 and ARO to RA-20, based on staff’s recommendation and findings of facts for final approval.   This approval will also grant a final approval of Case No. PZ2014-3, Request for a Rezoning from C-2 to RA-20.

Commissioner Lucero seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Romero, Garcia, Lea, Lukes, Lucero

9.MATTERS FROM THE PLANNING AND ZONING COMMITTEE

Commissioner Lukes stated that on Planning's letterhead that Staff needed to update Justin Lea to Chairman and Anthony Perez to Vice-Chairman.

Commissioner Lukes stated he spoke to Mayor Barrone and informed him that Mr. Lukes would offer his resignation from the Planning and Zoning Commission so Mayor Barrone would be able to appoint his own Commission the way he sees fit.  Mr. Barrone declined.  Mr. Lukes asked how the change in Administration would affect the Commissions.

A brief discussion ensued between the Commission and Staff.

Chairman Lea stated he was interested in what is going on with the Highway Corridor on Paseo del Pueblo Sur.  He would like the State to come in to do a presentation.

10.ADJOURNMENT
A motion was made by Commissioner Garcia and seconded by Commissioner Lukes to adjourn the meeting.  The motion carried unanimously and the meeting adjourned.
