A.Case No. HPC2013-4
Joe Wallborn, property owner, Don Pennington, Agent, are requesting a Certificate of Appropriateness for new construction and remodeling on a non-contributing building within the Historic Overlay Zone of the Town of Taos.  The subject property is .23+-acres in size, is located at 216 Hinde Street, and is zoned R-14 Multi-Family Residential within the town limits of the Town of Taos.
B.Case No. HPC203-3
Mike Tarleton, Property owner, Mark Yaravitz, Agent, are requesting a Continuance for Case No. HPC 2013-3 where they are requesting a Certificate of Appropriateness for the construction of a 18 unit apartment complex within the Historic Overlay Zone of the Town of Taos.  The subject property where the proposed apartment complex is to be built is 1.5+-acres in size, is located at 402 Paseo Del Pueblo Norte, and is zoned C-2 General Commercial and R-14 Multi-Family Residential within the town limits of the Town of Taos.

1. CALL TO ORDER BY THE CHAIRMAN
The Historic Preservation Commission Meeting was called to order at 5:30 PM.
2. ROLL CALL

Ms. Martha Perkins, Planning, Zoning and Buildings Director, called roll and a quorum was present.  

Those present were:       
 Oscar Palacios
 Pavel Lukes
 Cynthia Spray          
 Marika Choma 
 Rachel Prinz 

Also present were:

3. PLEDGE OF ALLEGIANCE
Ms. Martha Perkins led the audience in the Pledge of Allegiance.
4. APPROVAL OF AGENDA
Commissioner Lukes stated he would like to switch A & B on Item 8 Public Hearings and made a motion to approve the agenda as amended.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios

 
5. APPROVAL OF MINUTES

Commissioner Lukes requested to amend Item 7 A to read Mr. Joaquin Karcher and made a motion to approve the Minutes as amended.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios

7.MATTERS FROM STAFF
There were no matters from staff.
8.PUBLIC HEARINGS
A.Case No. HPC2013-4

Martha Perkins, Planning, Zoning & Buildings Director, presented her staff report.

Chairperson Spray opened the public hearing.  No one came forward.

Chairperson Spray closed the Public Hearing.

Commissioner Lukes made a motion to move Case No. HPC2013-4 to final hearing to be held at a special meeting on Tuesday, August 27, 2013 at 2:00 PM at a place designated by the Planning Director subject to approval by the Town Attorney.

Commissioner Choma seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes

Commissioner Palacios abstained



 

 

 

 

B.Case No. HPC203-3

Martha Perkins, Planning, Zoning and Buildings Director presented the continuance of Case No. HPC2013-3 to the Commissioners.

Chairperson Spray opened the public hearing.  No one came forward.

Commissioner Lukes made a motion to grant the continuance of Case No. HPC2013-3 to the next regularly scheduled meeting on September 18, 2013.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios 

Chairperson Spray closed the Public Hearing.

9.MATTERS FROM THE HISTORIC PRESERVATION COMMITTEE
The Commission had a discussion on streamlining changes to how things are done.

Commissioner Lukes made a motion regarding revising processes that the public has to go through in order to obtain Variances, Conditional Use Permits, Special Use Permits and Certificate of Appropriateness so it will be at the discretion of the Commission whether or not those applications can be approved in one and only meeting.  That the criteria for that discretion or decision of the Commission can be outlined by the Town Attorney.  This has been in the Planning Department 2 1/2 to 3 years since he brought it up the first time.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios
Commissioners held discussions on the following items.
  • Agendas state Committee not Commission.
  • Delivering Commission Packets to the Commission or having Commissioners pick up packets at the Planning, Zoning and Buildings Department.
  • Question regarding people that are afraid to speak up publicly and how the Commission is to handle it when they come to them.
  • Commissioners wanting update on the Planning Department staff.
  • On intersection by Centinel Bank, re-striping and other highway issues.
10.ADJOURNMENT
A motion was made by Commissioner Lukes and seconded by Commissioner Prinz to adjourn the meeting.  The motion carried unanimously and the meeting adjourned at 7:00 p.m.
