Presentation by David Henry on the Historic Taos County Courthouse Condition Assessment & Preservation Plan September 27, 2013

 

David M. Henry, AIA, is the principal of Henry Architects with an office in Arroyo Seco.  He wrote the “Old Taos County Courthouse Conditions Assessment and Preservation Plan” through a New Mexico Historic Preservation grant with the Town of Taos with the assistance of Hands Engineering, Inc. and Archina.

 

The current Spanish-Pueblo style courthouse was built in 1934 with plans by architect Louis G. Hesselden.  It houses interior murals depicting social justice themes commissioned by the Works Progress Administration (WPA) Public Works Art Project by Taos artists Emil Bisttram, Victor Higgins, Ward Lockwood and Bert Phillips. County offices were removed in the 1970's and the structure converted to commercial use. Today, community discussions center upon its condition and assessment as well as a preservation plan since it is the 'heart' of the historic Taos Plaza.

1. CALL TO ORDER BY THE CHAIRMAN

Ms. Martha Perkins, Planning, Zoning and Buildings Director, called roll and a quorum was present.  

Those present were:       
Rachel Prinz      
Marika Choma
Cynthia Spray            
Pavel Lukes 
Oscar Palacios       

Also present were:

Commissioner Choma requested to add the plastic sign issue on the Plaza.

Item 7 Matters from the Historic Preservation Commission B Plastic Sign on the Plaza was added to the agenda.

Commissioner Lukes made a motion to approve the Agenda as amended.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios

5. CITIZENS FORUM
No one came forward.
After closing the Citizens Forum, Chairperson Spray asked why the approval of minutes from the September 18 and the October 23, 2013 Historic Preservation Commission Meetings were not on the agenda.  She stated she knew the Commission was going to approve the Historic Preservation Commission Meeting Minutes from the September 18 and the October 23, 2013 meetings.

Ms. Martha Perkins stated when she saw the minutes at the end of the day on Friday; they were not ready to go.

Chairperson Spray stated the Historic Preservation Commission would be looking at the meeting minutes from the September 18 and the October 23, 2013 meetings at the regularly scheduled Historic Preservation Commission Meeting on December 18, 2013.

A.Discussion Item
Banners for the Kit Carson Historic District
David Mapes gave a presentation on the banners for the Kit Carson Historic District.

Commissioners had a lengthly discussion and gave Mr. Mapes their ideas and feedback concerning the banners for the Kit Carson Historic District.

Commissioner Prinz asked that this not be referred to as Kit Carson Historic District.

7.MATTERS FROM THE HISTORIC PRESERVATION COMMITTEE
A.Siberian Elm Education
Ms. Martha Perkins asked the Historic Preservation Commission for direction on how to proceed with the education on the Siberian Elm Trees.

Chairperson Spray stated the discussion with the previous Planning Directors was to educate the community through utility billing and in an article in the local newspaper.  She added the Town of Taos needs to take initiative to take the trees down on the Town property and set an example.  Siberian Elm Trees are also known as Chinese Elms and Spanish Elms but the correct name is Siberian Elm Trees.

Commissioners had a brief discussion concerning the Siberian Elm Trees and gave their ideas and feedback to Ms. Perkins.
B.Plastic Sign on Plaza
Commissioner Choma stated her concerns about the plastic sign that appeared on the plaza.

Commissioner Choma's concern were:

a. Does it conform?
b. Was there a sign permit issued for the sign?

Ms. Martha Perkins stated she will look into the code enforcement on the sign in question.
8.ADJOURNMENT
A motion was made by Commissioner Lukes and seconded by Commissioner Prinz to adjourn the meeting.  The motion carried unanimously and the meeting adjourned at 7:33 p.m.
