Ms. Martha Perkins, Planning, Zoning and Buildings Director, called roll and a quorum was present.

Chairperson Spray would like to add, Item 6 Approval of the Open Meetings Act to the Agenda.

Commissioner Lukes made a motion to approve the Agenda as amended.

Commissioner Prinz seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios

Commissioner Choma had two concerns with the minutes.  The first concern was on the September 18, 2013 Historic Preservation Commission Meeting Minutes; Item 7 Matters from Staff B Case No. HPC2013-3 should read Commissioner Choma.

Ms. Perkins stated she had changed it and pointed out to the Commissioners the attached sheet of paper showing the correction.

Commissioner Choma’s second concern was on page 4 of the October 23, 2013 Historic Preservation Commission Meeting Minutes Item 8 Public Hearings A Case No. HPC 2013-6 number 5, Commissioner Choma would like to add Commissioner Palacios stated to the beginning of number 5.  Commissioner Choma also stated she would like to add her response that this part of town is a combination of pueblo and territorial.

Commissioner Lukes made a motion to approve the Meeting Minutes from the September 18, 2013, October 23, 2013 and November 20, 2013 Historic Preservation Commission Meetings as amended.

Commissioner Palacios seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Prinz, Choma, Spray, Lukes, Palacios

Ms. Martha Perkins gave an explanation on the Sign Code Packets she gave to the Historic Preservation Commission.

A lengthy discussion ensued between the Commissioners and Staff.

Commissioners would like to see their sign code revisions move forward.  Ms. Perkins will bring to the next regularly scheduled Historic Preservation Commission Meeting on February 19, 2014 the amended codes for the Historic Preservation Commission to approve before going to Council.

Commissioners agreed to move the election of officers to the next regularly scheduled Historic Preservation Commission Meeting on February 19, 2013.  They acknowledged this decision is different than what the Bylaws read.
