Discussion on the differences between the previous Feather & Gill Architects and the Commission's Final Working Copy for text changes to the Town's Code Section 16.16.220: "HOZ Historic Overlay Zone" versus what was actually adopted in September 2011.

1. CALL TO ORDER BY THE CHAIRMAN

Ms. Martha Perkins, Planning, Zoning and Buildings Director, called roll and a quorum was present.  
Those present were:      
Oscar Palacios
Marika Choma
Pavel Lukes       

Also present were:
Planning, Zoning and Buildings Director, Martha Perkins    
Senior Planner – Amy Rincon

Those absent/excused were:
Cynthia Spray

Commissioner Lukes made a motion to approve the Historic Preservation Commission Agenda.

Commissioner Palacios seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Palacios, Choma, Lukes
5. APPROVAL OF MINUTES
A.HPC Meeting Minutes 01/15/2014
Commissioner Lukes made a motion to approve the Historic Preservation Commission Meeting Minutes from the January 15, 2014 Meeting.

Commissioner Palacios seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Palacios, Choma, Lukes
6.CITIZENS FORUM
No one came forward.

7.MATTERS FROM STAFF
A.Acequia Presentation

George “Fritz” Hahn gave a brief presentation.

A discussion ensued between the Historic Preservation Commission, Staff and citizens from the community on acequia protection and code enforcement.

B.Open Meetings Act

Marika Choma asked to change the meeting to another Wednesday of the month, since the Taos Entrepreneurial Network (TEN) conducts its meetings in the County Courthouse on the 3rd Wednesday of every month.  TEN consists of business and entrepreneurs who may have in interest in the Historic Preservation Commission meetings and several members of the Historic Preservation Commission would like to go to their meetings. 

After discussion, Commissioner Lukes moved to change the Historic Preservation Commission meetings to the 2nd Wednesday of the month.  Commissioner Palacios seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Palacios, Choma, Lukes

C.Town of Taos Code Section 16.16.220 "HOZ Historic Overlay Zone" Text Revision Discussion
Discussion on the differences between the previous Feather & Gill Architects and the Commission's Final Working Copy for text changes to the Town's Code Section 16.16.220: "HOZ Historic Overlay Zone" versus what was actually adopted in September 2011.
After some discussion, the Commission decided to spend more time at the next meeting discussing possible Code changes to the HOZ Overlay Zone.
8.MATTERS FROM THE HISTORIC PRESERVATION COMMITTEE
A.Election of Officers
Commissioner Lukes moved to table the election of officers to the next month.  Commissioner Palacios seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Palacios, Choma, Lukes.
9.ADJOURNMENT
Commissioner Lukes moved to adjourn.  Commissioner Palacios seconded the motion.
