A.Kit Carson Co-op Fiber Optics Discussion
Consideration and direction to applicant on what applications/process needs to filed and completed for fiber optic installation around the Taos Plaza.
B.El Pueblo Hall Roof Discussion
Consideration and direction to applicant and staff on minor demolition and future repairs to the town owned property of El Pueblo Hall.

Consideration and possible appointment of new officers for the Historic Preservation Commission.

1. CALL TO ORDER BY THE CHAIRMAN
No video showing the meeting being called to order.
2. ROLL CALL

No Video showing Roll Call being Called.

Those Present were:

David Henry

*Commissioner appointed by the Mayor on July 29, 2014. (Previously served from June 2010 through April 2014)

**Pavel Lukes resigned from the Historic Preservation Commission on July 9, 2014.

Also Present were:

3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
4. APPROVAL OF AGENDA
Commissioner Choma made a motion to approve the Agenda.
 
Commissioner Figueroa seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Henry, Choma, Palacios, Figueroa
5. APPROVAL OF MINUTES
A.July 9, 2014 Minutes
Consideration and possible approval of July 9, 2014 Historic Preservation Commission minutes.

Vice Chairman Palacios was concerned that the new Commissioners, David Henry, William Christmas and Paul Figueroa were not recognized as new Commissioners on Item 2 Roll Call.  Vice Chairman Palacios was also concerned that on Item 1 Call to Order by the Chairman, it refers to Vice Chair Palacios, the Commission Chair was not reappointed, part of the roll call is to say who is here and who isn't and why.  Vice Chairman Palacios would like to add that because in approving the minutes, they were approved by Commissioner Lukes and Vice Chairman Palacios and as acting Chair, Vice Chairman Palacios would not usually make motions but the other Commissioners were new so they could not make motions.

Ms. Rincon informed the Commission she would add it.

Commissioner Figueroa made a motion to approve the Meeting Minutes from the July 9, 2014 Historic Preservation Commission Meeting with the addendum of identifying the new Commissioners.

Commissioner Henry seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Henry, Palacios, Figueroa

Commissioner Choma abstained as she was not on the Historic Preservation Commission on July 9, 2014.

6.CITIZENS FORUM

7.MATTERS FROM STAFF
A.Kit Carson Co-op Fiber Optics Discussion
Consideration and direction to applicant on what applications/process needs to filed and completed for fiber optic installation around the Taos Plaza.

No one in attendance from the Kit Carson Co-op Fiber Optics Discussion.

Steve Kennebeck, Facilities Director, informed the Historic Preservation Commission he was at a meeting with Public Works and French Espinoza advised the contractor to come to the Historic Preservation Commission because the company wants to put Fiber Optics in the Plaza.

A discussion ensued between the Commissioners and Mr. Kennebeck concerning the Fiber Optics in the Historic District.

Mr. Kennebeck informed the Commission he would let Steve Fullendorf know that they will need to come before the Historic Preservation Commission before they do any work in the Historic District.

Commissioner Figueroa made a motion to table this discussion until a representative from Kit Carson is present.

Commissioner Henry seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Henry, Choma, Palacios, Figueroa

B.El Pueblo Hall Roof Discussion
Consideration and direction to applicant and staff on minor demolition and future repairs to the town owned property of El Pueblo Hall.

Mr. Kennebeck presented background to the Commissioners on the El Pueblo Hall roof. 

Some of the concerns/questions the Commission had were:

  • The intent is to remove the parapet, the Commission would like a visual, a drawing, an elevation of what removing the parapet would look like.
  • If the new roof covers the duct is it going to be exposed to the naked eye, are they going to see the edge of the roof?
  • Where would the signage be placed if they take the parapet off?
  • What was the purpose of the parapet?
  • There is concerns that taking the parapet down would obliterate the original architecture and intention of the wall.
  • The wall needs to be preserved and not removed.
  • The Commission suggested that if plans with a reasonable good looking substitution were presented and they would entertain a modification to the parapet.
  • The Commission does not want to see ducts and mechanics on the roof.

Ms. Rincon asked the Commission for direction concerning the staff report, there would not be a staff recommendation because this is a Town owned building.

Vice Chairman Palacios informed Ms. Rincon if it is going to be modified they need staff comment on it.

Mr. Kennebeck stated he would rather leave the meeting with their yes or no answer.

Commissioner Choma suggested to Mr. Kennebeck to work with what they have and do not demolish that parapet.

Mr. Kennebeck informed the Commission he would speak to the Building Superintendent and inform her they will repair the roof and keep the parapet.

8.MATTERS FROM THE HISTORIC PRESERVATION COMMITTEE
Commissioner Choma asked Ms. Rincon to double check on due process at the meetings.
The Commissioners were presented with maps of the Historic Overlay Zone before the meeting. Ms. Rincon explained to the Commission the map in front of them is the Historic Overlay zone so they have the building footprints and the current zoning.
A.Appointment of Officers
Consideration and possible appointment of new officers for the Historic Preservation Commission.
Commissioner Figueroa made a motion to table Item 8 Matters from the Historic Preservation Commission A Appointment of Officers until all Commissioners are in attendance hopefully at the next regularly scheduled Historic Preservation Commission Meeting on September 10, 2014.

Commissioner Henry seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Henry, Choma, Palacios, Figueroa
9.ADJOURNMENT
A motion was made by Commissioner Choma and seconded by Commissioner Figueroa to adjourn the meeting.  The motion carried unanimously and the meeting adjourned.
