Property owners David & Melinda Weaver, Dream Weaver Enterprises, with agent, Steve Bundy, are requesting a Certificate of Appropriateness to remove the existing wood railing on a roof top deck and replace it with black metal railing.  The subject property is approximately 0.1399 acres and is located in a CBD "Central Business District" Zone in the Historic Overlay Zone within the town limits of the Town of Taos.

1.CALL TO ORDER BY THE CHAIRMAN

The Regular Meeting of the Historic Preservation Commission was called to order by Chairman Palacios at 5:28 p.m. 

2.ROLL CALL

Ms. Dinah Gonzales of the Planning, Community and Economic Development Department called roll and a quorum was present.

Commissioner Henry made a motion to approve the Agenda.

5.APPROVAL OF MINUTES
A.July 21, 2015

Commissioner Choma made a motion to approve the July 21, 2015 Historic Preservation Commission Meeting Minutes.


Commissioner Henry seconded the motion. The motion was Passed. Those voting AYE were: Commissioners: Henry, Christmas, Palacios, Choma

7.PUBLIC HEARINGS
A.Case No. HPC2015-55
Property owners David & Melinda Weaver, Dream Weaver Enterprises, with agent, Steve Bundy, are requesting a Certificate of Appropriateness to remove the existing wood railing on a roof top deck and replace it with black metal railing.  The subject property is approximately 0.1399 acres and is located in a CBD "Central Business District" Zone in the Historic Overlay Zone within the town limits of the Town of Taos.

Mr. Louis Fineberg gave a brief introduction to Case No. PZ2015-55. 

 

Mr. Steve Bundy gave a presentation on the proposed railing for the roof top deck.  He explained that the existing railing had rotted out and was removed.  In the past the existing structure on the property was used for a vacation rental but because the deck and railing were rotting the owners did not use the deck.  The owners would like to replace the roof top deck and place the new deck directly on top of the roofing material.  They are proposing a black aluminum powder coated rail system. 

 

The Commissioners concerns were the lack of maintenance on the deck and railing, the specific type and color and material that the applicant is proposing to replace the railing, the character of the porch and railing, whether or not the existing material could be recycled or reused, if the railing will be visible from the road, and if the owners have considered the possibility of making the parapet higher.  Additionally, the Commission would prefer the railing remain the color blue. The Commission would like to see a site plan showing the railing on the building so they can see the materials and colors that the owner is proposing to ensure that they follow the design standards of the Historic Overlay Zone.

 

The applicant will bring the changes to the next regularly scheduled Historic Preservation Commission Meeting on October 14, 2015.

8.MATTERS FROM STAFF

Mr. Fineberg informed the Commission that the sign code subcommittee will meet in Council Chambers on September 16, 2015 at 5:30 pm.

 

Mr. Fineberg informed the Commission the Planning, Community and Economic Development Department received a second application for a certificate of appropriateness to demolish the buildings located at 402 and 404 Paseo del Pueblo Norte.

10.ADJOURNMENT

A motion was made by Commissioner Christmas and seconded by Commissioner Henry to adjourn the meeting.  The motion carried unanimously and the meeting adjourned at 6:41 p.m.
